it's now a dependency of syslog-release
This is required until syslog-release cuts a new version which uses bpm instead of chpst. Once that happens this commit should be reverted.

temporary change
build a dev syslog-release from source until syslog-release cuts a new stemcell. This is to get cloudfoundry/syslog-release#246. This is a separate commit to make it easy to revert later.

upload bpm-release in the smoke tests as syslog release now requires it
